Capacity gaps in the Marshall Islands center on limited trained personnel capable of conducting navigation-skill assessments and maintaining traditional canoe construction records. The national population of roughly 42,000 is dispersed across 29 atolls, constraining the pool of qualified local evaluators.
Infrastructure constraints include inconsistent electricity on outer islands and absence of climate-controlled storage for wooden navigation instruments. Workforce limitations arise from high out-migration of younger adults, leaving fewer community members available for multi-week training programs.
Readiness requirements mandate that applicants submit a staffing plan identifying at least two certified assessors per atoll cluster and a backup power solution for any digital documentation component. Budgets must allocate funds for inter-atoll transport via government field-trip ships rather than commercial aviation.
Implementation readiness is evaluated through submission of a memorandum of understanding with the Alele Museum and the Ministry of Culture and Internal Affairs. Without these agreements, applications receive zero points on the coordination criterion.
The Marshall Islands differs from the Federated States of Micronesia because navigation training must occur within a single nation’s exclusive economic zone rather than across four separate states with distinct language policies.
