This limits the ability to produce required vulnerability assessments for sea-level driven salinization of freshwater lenses that increases diarrheal disease incidence among children under five.
Infrastructure and Workforce Constraints Outer atoll health dispensaries lack reliable electricity and cold-chain storage, with 70 percent dependent on diesel generators that fail during king-tide events. Air and sea transport schedules to islands beyond Majuro and Ebeye run weekly at best, restricting routine immunization and oral rehydration supply chains. Local workforce pipelines produce roughly eight new nurses and two environmental health technicians annually, insufficient to cover projected retirements and climate-related surge needs. The Kwajalein atoll hosts a U.S. military installation that draws skilled Marshallese labor away from public health roles, widening the gap.
Readiness Requirements Proposals must document existing relationships with the Ministry of Health and Environment plus the EPA of the Marshall Islands and include letters confirming access to atoll-level health data collected under the Compact of Free Association. Budgets require separate line items for inter-island logistics and backup power for vaccine storage, with evidence that the applicant can operate in RMI's three official languages for community reporting. Unlike applications from neighboring Kiribati, Marshall Islands submissions must demonstrate explicit coordination with U.S. federal agencies that control Compact funding streams for health infrastructure.
Implementation in the Marshall Islands Context Applicants should map proposed activities against the 2023 National Adaptation Plan health chapter, showing how data collection protocols align with existing Ministry surveillance systems rather than creating parallel reporting.
