Applicants must demonstrate at least three years of documented practice in visual media and submit proof of address tied to one of the 24 inhabited atolls where annual sea-level rise exceeds 7 millimeters. The program restricts awards to individuals rather than collectives unless the group operates from a single land parcel smaller than 0.2 square kilometers.
Application requires submission of a portfolio through the Majuro-based arts registry, tax clearance from the Ministry of Finance, and a project budget denominated in US dollars that itemizes material costs sourced outside the islands. Review panels verify that proposed work addresses documented environmental data from the Kwajalein or Bikini monitoring stations. Processing takes 90 to 120 days, and successful recipients receive funds via electronic transfer to a Bank of Hawaii account registered in Majuro.
Fit assessment shows that artists already engaged with nuclear-test legacy imagery or lagoon sedimentation records receive higher scores because the criteria weight alignment with existing government environmental reports. Those working solely on outer-island mats or pandanus fiber without reference to measured coastal erosion receive lower priority.
