Workforce turnover exceeds 35 percent annually due to out-migration to Hawaii and the U.S. mainland, leaving few staff with experience managing multi-year construction contracts or federal reporting.
Health and education departments operate with one climate specialist each. These positions must also handle standard public health duties, resulting in delayed submission of adaptation metrics. Broadband coverage reaches just 28 percent of the population outside Majuro and Kwajalein, complicating remote technical assistance from international partners.
Organizations seeking support for sea wall construction must demonstrate prior experience completing at least one infrastructure project valued above $250,000 in saline-exposed environments. They must also maintain a local fiscal agent registered with the Marshall Islands Registrar of Corporations and submit quarterly expenditure reports using the government's modified cash-basis accounting system. Climate education components require coordination with the Ministry of Education to align with the existing grade 5-8 science standards adopted in 2018.
