Marshall Islands face acute operational constraints in delivering nursing education due to the dispersal of 29 atolls across 750,000 square miles of ocean. Sea-level rise has already inundated clinic sites on Majuro and Ebeye, forcing repeated relocation of training equipment and interrupting scheduled coursework. Only two functional simulation labs exist nationwide, both concentrated on Majuro, leaving outer-island students without hands-on practice for months at a time.
Nursing candidates from Arno, Mili, and Jaluit must travel by infrequent cargo vessels or chartered aircraft, incurring costs that exceed average household income. Faculty shortages compound the problem: the College of the Marshall Islands reports a 40 percent vacancy rate in its nursing division, with most instructors holding multiple administrative roles. These shortages directly limit the number of students who can complete required clinical hours before graduation.
The grant supports procurement of portable simulation kits rated for high-humidity storage and satellite-linked virtual preceptorships that connect students on remote atolls to licensed preceptors in Majuro. Funding also covers vessel-based transport stipends tied to verified enrollment, allowing cohorts from the Ratak and Ralik chains to rotate through the capital without extended absence from family fishing obligations.
Unlike neighboring Federated States of Micronesia programs, Marshall Islands applications must demonstrate atoll-specific evacuation plans for training hardware during king-tide events. Budgets that omit fuel surcharges for inter-atoll travel or fail to account for saltwater corrosion of electronic manikins are returned for revision. Successful proposals quantify the exact number of outer-island students projected to complete 300 clinical hours via the new equipment within the first two funding years.
